Preparation:
In a small bowl, sprinkle the gelatin over the cold water. Let it sit for 5-10 minutes to soften.
In a saucepan, combine the heavy cream, whole milk, granulated sugar, orange zest, and lemon zest. Heat over medium heat, stirring occasionally, until the mixture is just about to simmer and the sugar has dissolved. Avoid boiling.
Remove the cream mixture from the heat and stir in the bloomed gelatin until completely dissolved.
Stir in the vanilla extract until well combined.
Strain the mixture through a fine mesh sieve into a pouring jug to remove the citrus zest.
Divide the mixture evenly among 8 serving glasses or molds. Allow them to cool to room temperature.
Cover each glass or mold with plastic wrap and refrigerate for at least 4 hours until set.
To serve, carefully unmold the panna cotta onto serving plates. Garnish with fresh berries and mint leaves, drizzle with honey, and serve.
